and social adversity that test takers have faced.

“disadvantage,” is meant to help schools diversify their student bodies
without looking explicitly at race.

The score includes 31 pieces of information meant to measure social
disadvantage across two broad categories: the student’s neighborhood and
the student’s school. None of the factors directly reflect an individual
student; all of them are about the census tract in which the student and
his or her classmates live. And none of the measures include race or
ethnicity.

In an email sent to high school guidance counselors, David Coleman, the
president of the College Board, said: “We heard clearly from our members
— including our Board of Trustees, national and regional councils, the
SAT committee, attendees at our national forum, and particularly those
in higher education — that you need more time, and we listened.”

The goal is to find students who have transcended their environments by
examining factors that are correlated, according to research, with lower
academic achievement and lower lifetime earnings.

College Board officials were not available to discuss the delay. But
some observers were surprised by the move because so many people have
been critical of parts of the current SAT and excited about the changes.
At September’s annual meeting of the National Association for College
Admission Counseling, Coleman held a session for high school and college
admissions officials. While some did worry about whether the changes
would be properly explained,there was near universal praise for the
prospect of change– especially for the end or major overhaul for a
writing test that has been widely criticized by writing teachers (and by
Coleman himself)。

The College Boardannouncedin February that it planned to overhaul the
SAT. The announcement came as ACT had overtaken the SAT as the
admissions test taken by the most people. Further the ACT has been seen
as more aligned with the high school curriculum and the Common Core
State Standards — whose development was led by Coleman before he came
to the College Board。

Jed Applerouth, founder of a national test-prep service, said he was
scratching his head at the statement that the College Board was delaying
the revised SAT because of demand for a slower change. He said that in
his discussions with high school counselors and college admissions
officials, he wasn’t hearing anyone push for delay. “The ACT is gaining
more momentum, and will have more market share in another two years,” he

No Change in PSAT Schedule

The memo Coleman sent to high school counselors caused confusion among
some because it referred to both fall and spring versions of the PSAT,
which has historically been given only in the fall. Some thought this
meant that the College Board was changing that policy and adding another
testing time for the PSAT。

The College Board on Wednesday will release many details of its revised
SAT, including sample questions and explanations of the research, goals
and specifications behind them。

According to the College Board, each of the 31 factors are weighted
equally to generate a score between 1 and 100. A score of 50 is an
average level of disadvantage; higher scores mean a student has faced
more adversity.

But a spokeswoman for the College Board said that was a mistake, and
that the PSAT will remain a fall test。

“We are committed to a clear and open SAT, and today is the first step
in that commitment,” said Cyndie Schmeiser, the College Board’s chief of
assessment, in a conference call on Monday, previewing the changes to be
introduced in the spring of 2016.

The environmental context measure does not affect the student’s SAT
score; it will be presented to admissions officials as part of a bigger
package of data about the student. It is up to the college how to use
the adversity measure or whether to use it at all.

She said the 211-page test specifications and supporting materials being
shared publicly include “everything a student needs to know to walk into
that test and not be surprised。”

One big change is in the vocabulary questions, which will no longer
include obscure words. Instead, the focus will be on what the College
Board calls “high utility” words that appear in many contexts, in many
disciplines — often with shifting meanings — and they will be tested in
context. For example, a question based on a passage about an artist who
“vacated” from a tradition of landscape painting, asks whether it would
be better to substitute the word “evacuated,” “departed” or “retired,”
or to leave the sentence unchanged. (The right answer is “departed。”)

The system has been used by about 50 colleges and universities. On
Thursday, the College Board said it would be expanded to about 150
colleges later this year and be made available to all colleges in 2020.

The test will last three hours, with another 50 minutes for an optional
essay in which students will be asked to analyze a text and how the
author builds an argument. The essays will be scored for reading,
analysis and writing, and those scores will be reported separately from
the other sections of the SAT. The current test includes a required
25-minute essay in which students are asked to take a position on an
issue and which is graded without regard to factual accuracy。

The new test will have a 65-minute critical reading section with 52
questions, a 35-minute written language test with 44 questions, and an
80-minute math section with 57 questions. The language and math sections
will each be scored from 200 to 800, and the top composite score will be
1,600. While the current test allows calculator use, the new one will
have some sections that do not. Also, instead of five multiple-choice
answers, the new test will have four。

Interpreting graphs will be an important part of the test, not just in
math, but in analyzing science and social science texts。

Many of the college admissions officers who will be using the test
results praised the effort to align the test with what students should
be learning in high school, and what they will need to know to do well
in college, but cautioned that it would be years before there was any
evidence that the new SAT does a better job of predicting college
performance than the current one。

The idea is to give admissions officers a deeper framework for
considering SAT scores than the information high schools typically
provide. A score of 1400, out of a maximum 1600, might look more
impressive coming from a student with a higher adversity score compared
with a peer who comes from relative privilege.

“I like the desire on the part of the exam to assess students’ analytic
skills, and the direction they’re taking with the changes in the essay,”
said Christoph Guttentag, Duke University’s admissions director. “But
we’ll still have to examine the evidence to see if there’s any change in
the predictive validity within our context。”

“The insight is in the judgment of the admissions office: ‘Wow, this
score, given this context, that’s something I want to see,’ ” said David
Coleman, chief executive of the College Board.

David Coleman, who is president and chief executive of the College
Board, and spearheaded the process of revising the test, was a key
architect of the Common Core state curriculum standards for schools, a
set of guidelines being introduced — and often stirring controversy — in
classrooms throughout the nation. And to some extent, the College
Board’s vision of the new SAT continues that alignment。

William Dingledine, an educational consultant in Greenville, S.C., said,

Many college admissions officers expressed skepticism about the College
Board’s claim that the new SAT would narrow the gap between rich and

Even if everyone becomes familiar with the format, said Jim Rawlins,
director of admissions at the University of Oregon, “there’s still going
to be a lot of anxiety, since it’s still a high-stakes test。”

So what will be the effects of the new SAT?

The biggest college admissions fraud in US history, exposed in March,
has put the SAT back in the spotlight. The parents paid up to hundreds
of thousands of dollars in bribes to improve their children’s SAT scores
by modifying answers and hiring others to take the exams for them to get
them into prestigious universities, sparking a public debate about the
loopholes in the SAT and the fairness of education.

Coleman offered an example of a young woman from a small school in
Mississippi. When compared with one college’s other applicants, her SAT
score was about average. But when viewed in the context of her
environment, the college realized she’d scored 400 points higher than

“The world she lived in was rife with poverty,” Coleman said. “It’s a
small school, without a lot of advanced opportunities. But she made the
most of it.”

Some of the neighborhood factors are: median family income, percentage
of households in poverty, percentage of single-parent households,
percentage of vacant housing units, percentage of adults without a high
school degree, percentage of adults without a college degree, percentage
of adults with agriculture jobs and the unemployment and crime rates.

The school social measures look at a similar list of factors across all
the census tracts of the students in the applicant’s school.

The rating system potentially benefits gentrifiers on neighborhood
factors, but its two-pronged approach balances that to some degree by
also looking at a student’s school. Many middle-class and affluent
parents living in poor neighborhoods do not send their children to local
schools alongside low-income peers.

News about the pilot comes as college admissions officials fret that the
US Supreme Court could take up a case that would significantly alter how
schools use affirmative action to make campuses more racially diverse.

The new dashboard does not look at race, instead focusing on a student’s
“resourcefulness.” Still, some school officials say the tool will result
in more racial diversity on college campuses.

Florida State University officials told The Wall Street Journal that the
socioeconomic data helped boost nonwhite enrollment to 42% from 37%.
